 from the Illinois Commerce Commission
 Order of Sept. 23, 1970: "Where train
 speeds in excess of thirty 30 miles 
 per hour are permitted in the State 
 of Illinois, the following will govern:
 No train, the consist of which includes
 a car or cars containing flammable, 
 compressed gases which have moved for
 a distance of more than thirty-five 
 35 miles from any classification yard,
 terminal or major interchange point 
 without being inspected visually or 
 electronically, shall not pass through

1 RULE MODIFICATIONS

1.1 CLEARANCES

BLUE ISLAND - Eastward Trains originating Blue Island must obtain clearance at Eisdon or Thornton Jct.

THORNTON JCT. - Eastward trains originating Yard Center MP/L&N, and Eastward trains originating Harvey, must obtain clearance at Thornton Jct.

Eastward L&N movements do not require clearance but must have permission from West Train Dispatcher Battle Creek to enter South Bend Sub.

MUNSTER - Westward L&N movements do not require clearance but must have permission from West Train Dispatcher Battle Creek to enter South Bend Sub.

PAVILION - Trains from Kalamazoo Subdivision will not require clearance.

GORD - CR Trains do not require clearance.

DEPOT - Trains originating do not require clearance. Eastward first class passenger trains to Flint Subdivision must contact West Train Dispatcher Battle Creek before departure.

BARON - CR Trains do not require clearance.

EMMETT STREET - Trains to Flint Subdivision originating Depot will obtain clearance at Battle Creek Yard.

1.2 TRAIN REGISTER MODIFICATIONS

ELSDON -*Register station for trains originating and terminating.

BLUE ISLAND -*Standard Clock and Bulletins only.

HARVEY -*Register Station for trains originating and terminating.

DEPOT -*Standard Clock only.

BATTLE CREEK -*Standard Clock only.

BATTLE CREEK YARD -*Register station for trains originating and terminating.

1.3 ABS and CTC SPECIAL FEATURES

Two main tracks between mileage 175.9 and mileage 178.6 are designated South track and North track.

1.4 SPECIAL INSTRUCTIONS APPLY

9.3 - Within city limits of South Bend between mileage 97.3 and mileage 103.2.

9.3 - Within city limits of Mishawaka between mileage 103.2 and mileage 106.2.

1.5 OTHER RULE MODIFICATIONS In the States of Indiana and Illinois.

"No part of a car or engine may be allowed to occupy any part of a public crossing at grade for a longer period than 10 minutes, and a public crossing at grade must not be obstructed by switching operations for more than 10 minutes at a time.

When a crossing is so obstructed by switching operations, it must be cleared to permit all vehicular traffic delayed, to proceed or until a period of 5 minutes has elapsed."

GTOR Rule 99 - All trains operating on the Main Track outside yard limits or interlocking limits within the State of Illinois will be governed by the following instructions: "When a train is moving slowly or stops under circumstances in which it may be overtaken by another train with at least 2 block signals to the rear, protection against following trains will have been afforded when a member of the crew has taken up a position at the rear of the train in a location from which stop signals can be plainly seen by an approaching train or engine."

2 GENERAL FOOTNOTES

2.1 ELSDON - California Lead Track must be used to double cars into yard. Inbound and outbound dispatch tracks must not be used for doubling or switching.

Railport Yard - Train and engines entering, leaving or switching must not exceed 5 miles per hour.

2.2 BELT RAILWAY CLEARING YARD - Westward trains to BRC Railway Clearing Yard must receive permission from the Grand Trunk Dispatcher to cross over at Hayford before proceeding west of lllth street, mileage 16.5. Instructions to enter Clearing Yard must be received from Leverman Hayford before opening the new connection switch on the Eastward Track Hayford.

GTW trains and locomotives entering the BRC Clearing Yard, must not pass the BRC stop board installed on the new connection track just clear of the Wabash Lead until permission from leverman Hayford and permissive signal indication on dwarf signal 38 has been received.

Trains or locomotives from BRC Clearing Yard must obtain permission from Train Dispatcher Battle Creek through leverman Hayford before entering GTW Eastward Main Track.

Leverman Hayford may be contacted either on Grand Trunk channel No. 3 or by talkback speaker installed on the new connection track just clear of the Wabash Lead.

Maximum speed on the new BRC connection track is 10 miles per hour. Normal position of the new BRC connection switch on the BRC is lined and locked for the Wabash Lead.

BRC Rules and special instructions will govern all movements on BRO.

2.3 BLUE ISLAND - Eastward train and engine movements departing Blue Island via hand operated switch located at east end of Switching Lead and Eastward Track mileage 20.8 will be governed by signal indication displayed on low color light signal.

Movement will activate signal by reversing hand operated switch and occupying circuit, designated with yellow painted marker post, for a period of 3 minutes. A proceed indication activates public crossing warning devices at Western Avenue, mileage 20.8.

The derail on the Pocket Track leading from the Westward Track to Harbor tracks No. 1 and No. 2 at mileage 20.2 is electrically connected to ABS Signal 209 located at mileage 20.9. When this derail is in non-derailing position, ABS signal 209 will display signal, GTOR Rule 291.

Normal position of Yard Switch at mileage 20.2 leading from the Pocket Track to the IHB Spud Track is lined for the Pocket Track.

Westward trains receiving Stop and Proceed indication at signal 209, mileage 20.9, must contact Yardmaster Blue Island for instructions.

2.4 HARVEY - Eastward Trains picking up off ICG Hill, must not exceed 5 miles per hour west of Commercial Avenue mileage 23.2 and crew member must be in position at curve just east of Commercial Avenue to make train inspection.

2.5 THORNTON JCT. - No. 2 wye track, mileage 25.3 leading into Yard Center MP/L&N will be used by yard engines and for car storage only.

All movements entering or leaving Yard Center MP/L&N will use No. 1 wye track, mileage 25.3 as running track.

2.6 MILEAGE 30.9 - The Main Track crossover between the Westward Track and the South Track is now equipped with electrically-locked hand operated switches. GTOR Rule 104C applicable at this location.

2.7 GRIFFITH - Cars or equipment must not be left standing on Westward siding, within 300 feet West, or 300 feet East of Colfax Avenue, mileage 36.8.

2.8 VALPARAISO - All 6 axles locomotives are prohibited from entering the westward extension track.

2.9 OLIVERS - Train setting out cars to be interchanged to CR or CSSSB will be placed in No. I track. Conrail to Grand Trunk No. 2 track.

2.10 BEND TOWER - Locomotives, Burro Cranes, and all other On-Track Vehicles with less than 32-foot wheel base without cars, will not be operated over Joint Main Tracks until Bend Tower has been fully informed of the movement.

After proceeding, if movement is stopped for any reason, Bend Tower must be immediately notified.

2.11 VICKSBURG - South Spur, all 6 axle locomotives are prohibited.

All movements on South Spur over Division, East Prairie, Center and Richardson Streets must STOP and crossing protected by a member of the crew, warning traffic in advance of the movement.

2.12 BATTLE CREEK - All eastward freight trains approaching Helmer Road mileage 173.0, must contact Train Dispatcher for instructions before proceeding east of Helmer Road.

Trains operating East of Emmett Street will be governed by Flint Subdivision Footnotes.

2.13 JOINT MAIN TRACK

CHICAGO - Between Chicago and C&WI Jct., joint with G&WI Railroad. Employees must have in their possession while on duty a copy of, and be governed by, C&WI current timetable, special instructions and speed restrictions.

MUNSTER to THORNTON JCT. joint with L&N. GTW timetable and rules govern.

For movement between Munster, Mileage 31.2 and Thornton Jct., Mileage 25.2, the following will apply:

The former Eastward Track will now be a single Main Track signaled for movement in both directions and will be referred to as the South Track.

The former Westward Track will now be a single Main,Track signaled in the westward direction only and will be referred to as the Westward Track.

The definition of two or more tracks does not apply to this trackage.

The interlocking at Munster is controlled by the West Train Dispatcher Battle Creek. Trains or engines stopped by a stop signal will contact West Train Dispatcher Battle Creek for instructions. Interlocking rules govern movements through the interlocking. GTOR Rule 104B, paragraphs 1 and 2 apply at Dual Control Switches.

The Interlocking at Thornton Jct. is controlled by the West Train Dispatcher Battle Creek. Trains or engines stopped by a stop signal will contact West Train Dispatcher Battle Creek for instructions. The West Train Dispatcher Battle Greek operates the interlocking signals and switches for movement on, to or from GTW trackage. Interlocking rules govern movements through the interlocking GTOR Rule 104B paragraphs I and 2 apply at Dual Control Switches.

The Operator Thornton Jct. operates the interlocking signals and switches on MP trackage for MP northward and southward movements only. The Operator, Thornton Jct. must get permission from West Train Dispatcher, Battle Creek, before authorizing any MP movements over the railway crossing at grade. In the application of GTOR Rules 663,670 and 104B, paragraphs I and 2, instructions received from Train Dispatcher must be in writing and repeated before being acted on.

Movements on the South Track will be governed by GTOR Rules 261 and 262.

Movements on the South Track from Thornton Jct. or Munster required to pass a STOP signal at these locations will be governed by instructions from West Train Dispatcher, Battle Creek.

Westward movements on the Westward Track will be governed by GTOR Rules 251 to 255.

Yard Limits, (GTOR Rule 93) are in effect on the Westward Track between Thornton Jct. and Munster.

BATTLE CREEK - Between Baron and Gord, joint with CR, GTW Rules and Timetable govern.

SOUTH BEND - Between High Street, Mileage 101.1 and Arnold Street, Mileage 99.5, joint with CR. Rules and special instructions of CR will govern.

6 PUBLIC CROSSING AT GRADE

6.1 All movements at 51st Street (Elsdon) must stop 25 feet from crossing and allow crossing warning devices to be activated at least 25 seconds before occupying crossing.

6.2 All movements over Maple Street mileage 114.0 (on Edwardsburg Lumber Co. Track) must stop and must be protected by a member of the crew warning traffic in advance of the movement.

6.3 Switch Key Control Instructions: Special Instruction 9.2 applies.
