SAGINAW SUBDIVISION FOOTNOTES

1 RULE MODIFICATIONS

1.1 CLEARANCES

MERSHON - C&O Trains do not require clearance but must have permission from Train Dispatcher Pontiac Yard to enter Saginaw Sub.

SAGINAW - Trains do not require clearance on the Paines Subdivision entering the Saginaw Subdivision at Saginaw but must obtain permission to enter the Saginaw Subdivision from Train Dispatcher Pontiac Yard.

All trains originating at Saginaw must obtain clearance at Durand or Bay City.

1.2 TRAIN REGISTER MODIFICATIONS

DURAND *Register station for trains originating and terminating.

BAY CITY *Register station for trains originating and terminating.

1.3 SPECIAL INSTRUCTIONS APPLY

9.3 - Between Durand and mileage 1.1, within Durand city limits.

2 GENERAL FOOTNOTES

2.1 DURAND - Within yard limits, when emergency conditions exist or it is known that public crossings at grade will be blocked in excess of 5 minutes, train and engine crews will immediately contact Yardmaster or Operator Durand.

Mileage 0.5, Durand - The normal position of the yard switch located just west of Oak Street leading to the Saginaw Subdivision, is lined and locked for the Saginaw Subdivision.

Security locks now replace GTW switch locks on Main Track switch stands entire subdivision except Saginaw yard limits.

2.2 FLUSHING - Train Order Signal does not affect train movements. Light has been removed and blades permanently fixed in "Clear" position.

Locomotives are not to go south of loading dock and cars are not to be spotted within 200 feet of end of S&M Lumber track mileage 13.0.

2.3 DENMARK SPUR - Movements on this trackage will be governed by GTOR Rule 105.

Permission to enter the trackage east of mileage 4.11 for the purpose of delivery of cars is not required. Movements east of mileage 4.11 will be governed by GTOR Rule 105.

The interlocked Railway crossing at grade, mileage 2.0, controlled, contact C&O Train Dispatcher Saginaw for instructions if signals are at stop.

2.4 SAGINAW - Locomotive must be headed east when switching Jefferson Avenue TOFC facility. Cars must be coupled when pulling and setting this track. Employees will not enter between or walk alongside of cars when they are adjacent to catwalk. Before any coupling is performed cars must be pulled clear of catwalk.

The North side is designated as the working side on Track 5, Michigan Elevator Exchange.

The west side is designated as the working side on track 3, and trainmen are to use extreme caution when getting on or off equipment or while walking in the area of cable pullers and cables in tracks 2 and 1, at Pillsbury Elevator, mileage 41.7, Saginaw.

Train and Yard crews are prohibited from working the South Side of Tracks No. 1, No. 4 and No. 5 at the Michigan Elevator Exchange, mileage 42.7, Saginaw.

Before entering yard limits of Saginaw, Northward and Southward trains must obtain permission of Train Dispatcher Pontiac Yard.

All movements entering the Main Track between Northward signal 389 mileage 38.9 and Southward signal S2 Mileage 39.9 must receive permission to enter and report clear of the main track to Train Dispatcher Pontiac Yard.

Trains entering Main Track at Saginaw from Paines Subdivision, and at Mershon must obtain permission from Train Dispatcher at Pontiac Yard to enter and must report clear of the Saginaw Subdivision Main Track at these points.

Required permissions in the Saginaw area may be obtained from Train Dispatcher Pontiac Yard through Operator, Bay City.

Bay City Operator, while on duty, will also have Operator responsibility for Saginaw.

Close clearance exists between the west side of the Main Track, both sides of Tracks 1 and 2 and the east side of Track 3, entire length of Genessee Street Yard and also on the west side of the east support and the east side of the west support of the signal bridge, Mileage 39.8.

2.5 SAGINAW - ]unction of Saginaw and Paines Subdivisions. Normal Position of switch is for Saginaw Subdivision.

All 6 axle locomotives prohibited from south leg of wye.

2.6 Mileage 41.7 - Pillsbury.

The west side is designated as the working side on Track 3, and trainmen are to use extreme caution when getting on or off equipment or while walking in the area of cable pullers and cables on Tracks 2 and 1.

Mileage 42.7 - Michigan Elevator Exchange.

Train and Yard crews are prohibited from working the South side of Tracks No. 1, No. 4, and No. 5.

2.7 MERSHON - When a train or locomotive is stopped by a signal indicating STOP, and signal indication cannot be obtained to proceed, a member of the crew must obtain instructions from the Leverman Mershon, as prescribed by GTOR Rule 663.

GTOR Rule 104B paragraph 2, is applicable at the dual control switches within the interlocking, except that the selector lever must stay in hand position until the entire movement has passed over the switch.

Close clearance exists between Mershon No. 1 and No. 2 Interchange tracks north of Stoker Drive, Mileage 40.8.

2.8 SOUTH WYE SWITCH - Train movements on the North Water Street Spur entering the Saginaw Subdivision at South Wye Switch must obtain permission to enter the Saginaw Subdivision from Train Dispatcher Pontiac Yard. Train movements from the Saginaw Subdivision to the North Water Street Spur must report clear to Train Dispatcher Pontiac Yard.

2.9 NORTH WATER STREET SPUR - GTW trains operating to or from Consumers Power Plant (Essexville) must report arrival to, or obtain permission to leave, from Train Dispatcher Pontiac Yard.

All movements handling cars to or from Consumers Power Company must pull the cars both into and out of the plant. Helper locomotives must not be used to assist from the rear of the movement.

When yarding loaded coal trains at Consumers Power Plant (Essexville), arrange to make cut south of Pine Street inside Consumers gate so as not to block emergency route for extended period of time.

The normal position for the switch located just east of Pine Street, leading to the Coal Yard and Oil Dock Tracks at Consumers Power Co., is lined for the Coal Yard Track.

First switch east of Saginaw River Bridge is connection with South Water Street Spur, normal position of this switch is for the North Water Street Spur. GTOR Rule 105 applies.

The normal position of the second switch east of the Saginaw River Bridge leading from the C & 0 Hirshfield Lead to the North Water Street Spur, is lined and locked for GTW movements on the North Water Street Spur.

Do not exceed 5 Miles Per Hour with entire movement over Saginaw River Bridge.

2.10 SOUTH WATER STREET SPUR - First switch south of Saginaw River Bridge is connection with South Water Street Spur. GTOR Rule 105 applies.

The following segment of track, is designated as excepted track in accordance with section 213.4 of FRA track Safety Standards effective November 1, 1982, with the exception of those segments covered by section 213.4(D):

South Water Street Spur between mileage 0.0 and mileage 6.3, which including Brownhoist track.

No trains shall be operated on the above track that contains more than five cars required to be placarded by Hazardous Material Regulation (49 CFR Pa rt 172).

Maximum speed over South Water Street Spur is 5 mph.

2.11 BC JCT. - Train movements on the Midland Subdivision entering the Saginaw Subdivision at BG Jct. must obtain permission to enter the Saginaw Subdivision from Train Dispatcher Pontiac Yard. Train movements from the Saginaw Subdivision to the Midland Subdivision must report clear to Train Dispatcher Pontiac Yard.

2.12 Mileage 50.9 Monitor Sugar Company, on Stone Track close clearance on north side.

2.13 JOINT MAIN TRACK

SAGINAW - Main Track from crossover at Howard Street south 5,420 feet to Saginaw Improvement Company's Spur, joint with C&O. GTW timetable and rules govern. C&O crews, before fouling this track, will ascertain verbally by telephone from the Operator at Mershon whether all trains have arrived and left and then will be governed by GTOR Rule 93.

2.14 SAGINAW to MERSHON joint with C&O. GTW timetable and rules govern.

2.15 NORTH WATER STREET SPUR BAY CITY joint with C&O. GTOR Rule 105 applies.

3 INTERLOCKINGS

3.1	Railway crossing at grade.
C&O.... Mileage 37.8 (Sheridan Ave.) .... Automatic.
Operating instructions posted at crossing.

3.2	SWING BRIDGE - Mile 39.3 .... Mechanical.
No bridgetender on duty except as required for movement of water traffic. 
Bridge lined and locked for rail traffic.  Trains or locomotives stopped by 
STOP signal must inspect bridge rail locks and if locks are in place and 
secure, train or locomotive may then proceed at restricted speed.

3.3	Railway crossing at grade.
C&O .... Mileage 40.8.... Mechanical.

3.4	SWING BRIDGE - North Water Street Spur Bay City.  Trains and 
locomotives must stop at the STOP signs and proceed only on hand signal 
from the bridgetender.

Bridgetender must inspect bridge locks before giving hand signal.  In the 
absence of the bridgetender, a member of the crew must inspect the bridge 
for proper alignment and locking before proceeding.  December 16 to March
15, inclusive: No bridgetender on duty.  Bridge lined and locked for rail
 traffic during this period.

4 NON-INTERLOCKED

4.1	Railway crossing at grade - Storage Track.
Spur.... Mileage 41.0 .... Gate.
Normal position clear for Saginaw Sub.

4.2	Railway crossing at grade.
C&O.... North Water Street Spur Atlantic Street C&O Mileage 15.0 
Stop when target horizontal, proceed when target caution.  Normal 
position lined horizontal.

4.3	Railway crossing at grade.
C&O .... South Walter Street Spur Woodside Ave. Bay City .... Stop
 Signs.  Stop and proceed after protecting against C&O movements.

4.4	Railway crossing at grade.
C&O South Water St. Spur, Center St., Bay City.... Automatic.  
Operating instructions posted at crossing.

4.5	Railway crossing at grade.
C&O South Water St. Spur, 27th St., Bay City.... 
Derails. Normal position lined for C&O.  Operated by GTW Trainmen.

5· EQUIPMENT RESTRICTIONS

5.1 Cars exceeding 315,000 lbs. gross must be covered by handling instructions. Speed to conform to timetable restrictions with maximum speed 20 miles per hour between Mershon and Bay City.

5.2 High cube box cars may be handled on No. 1 East track only at mileage 53.3 Marquette St. Bridge.

5.3 Cars and locomotives are prohibited beyond the gate of Bay City Lumber Co. mileage 53.6.

5.4 Employees are prohibited from riding on the side of cars when switching repair track Bay City Yard.

6 PUBLIC CROSSING AT GRADE

6.1 SAGINAW - All movements on Germain Lead at East Genessee Street must STOP and crossing protected by a member of the crew, warning traffic in advance of the movement.

Switch movements on Old Main Track over Holden, Meredith and Hoyt Streets must be protected by member of crew warning traffic in advance of movement.

6.2 MERSHON - All movements over Stoker St. on C&O interchange track and Carrolton Rd. on Zilwaukee Spur must STOP and crossing protected by a member of the crew warning traffic in advance of the movement.

6.3 BAY CITY - All movements on Bay City lead to Kawkawlin at Grove St. Kawkawlin must STOP and crossing protected by a member of the crew, warning traffic in advance of the movement.

6.4 Switch Key or Pull Button Control Instructions: Special Instruction 9.2 applies.

7 OTHER TRACKS

7.1 Mileage 16.8, Brent Creek, 200 feet in length, switch points face S. Station Number 703.

7.2 Mileage 40.8 - 50.6 Storage Track, 51,744 feet in length, switch points face N&S, Station Number 715.
