1 RULE MODIFICATIONS

1.1 CLEARANCES

DETROIT -Trains will not require clearance.

MILWAUKEE JCT. Train movements on the Mount Clemens Subdivision entering the Holly Subdivision at Milwaukee Jct. are not required to obtain clearance at Milwaukee Jct., but-must obtain permission to enter the Holly Subdivision from the Train Dispatcher.

PITT-TSBY Trains entering Holly Sub. will not require clearance.

DURAND - Trains moving between Holly and Flint Subdivisions require a clearance.

Eastward TSBY Trains on Joint Main Track will not require clearance.

1.2 TRAIN REGISTER MODIFICATIONS

DETROIT -register station for trains originating and terminating.

MILWAUKEE JCT. -*Register station for trains originating and terminating. Trains are not required to register.

PONTIAC YARD -*Register station for trains originating and terminating.

DURAND -*Register station for trains originating and terminating. Trains moving between Flint and Holly Subdivisions are not required to register.

TSBY Trains on Joint Main Track are not required to register.

1.3 ABS AND CTC SPECIAL FEATURES

BLOCK AND INTERLOCKING SIGNALS - The following Dwarf Signal is used in lieu of High Mast signal to display GTOR Rules 281, 285 and 291, respectively.

Mileage 4.8, Detroit, Signal 49, Westward.

Two Main Tracks between mileage 23.9 and mileage 30.3, are designated South Track and North Track.

No train or locomotives shall clear the Main Track at the following locations: Mileage 29.3 off South Track (Fredman Construction Co.)

1.4 SPECIAL INSTRUCTIONS APPLY

9.3 - within the city of Durand between mileage 66.7 and mileage 67.0.

2 GENERAL FOOTNOTES

2.1 DETROIT - Normal position of Switch to Commuter Lead, located 450 feet east of Riopell Street, mileage 0.6 is lined for Commuter Lead.

Mileage 0.8, Detroit - collapsible wheel stops have been installed at end of Carter Industry track inside building. Crew members must know that wheel stops are in upright position before placing or coupling to cars on this track. Crew members are prohibited from riding on the side of cars in this track account close clearance. The following public crossings at grade are protected manually daily except Saturday, Sunday and Holidays only during the hours specified below:

Except for track motor cars, "High-rail" equipment and track maintenance machines, no trains, locomotives, cranes or other on-rail equipment (including rolling stock) shall be operated over or within fifty (50) feet of any of the above crossings during other than the hours specified above.

The movement of track motor cars, "High-rail" equipment and track maintenance machines during other than the above specified hours over the crossings between Hale Street and Milwaukee Avenue must be made under STOP and FLAG protection, with fusees being used during the period from dusk to dawn and during periods of inclement weather when visibility is reduced.

If, due to emergency conditions, the movement or operation of trains, rolling stock, locomotives, cranes, wrecking or other on-rail equipment is necessary outside of the hours or periods of time specified above, such operations and/or movements shall be made only under a specific written directive and authority issued by the Trainmaster or Yardmaster on duty or responsible, or by their supervisors, and such direction and authority shall not be issued until it is known that the tower(s) for the specified crossing(s) are manned by a qualified Watchman (or Watchmen) and advice has been received from such Watchman (or Watchmen) that the crossing protection is properly operable.

2.2 MILWAUKEE JCT. - Eastward freight trains will call the Train Dispatcher from Seven Mile Road mileage 8.5 when train consist equals or exceeds 70 cars - or from Chrysler Center when train consist is less than 70 cars.

The GT end to end radio frequency is located in the ConRail Terminal Train Dispatcher's Office, Detroit. GT movements entering ConRail trackage in the Detroit area must contact the ConRail Terminal Train Dispatcher before entering ConRail trackage, and remain on the GT end to end frequency while on ConRail trackage.

2.3 CLAY AVENUE - To avoid unnecessary activation of the automatic crossing warning devices, Yardmasters must not permit opposing movements across Clay Avenue that will conflict with movement west through Milwaukee Jct. interlocking.

2.4 BOULEVARD SWITCH - CLAY AVE. - All trains and locomotives must move at restricted speed between Boulevard Switch and facing point crossover switch on Westward Track mileage 4.4. Trains and locomotives may use this portion of Main Track.

2.5 Mileage 5.3 hand rails on bridge, have been removed.

2.6 FERNDALE - Switch leading to Westward Track from North Thoroughfare Track just west of Nine Mile Road, mileage 10.8, Ferndale Yard is to be left set for movement from North Thoroughfare Track to Westward Track. When left in this position, red light and red target will so indicate.

A Dwarf Signal located on the north side of the North Thoroughfare Track at the inside crossover switch will govern westward movements from the North thoroughfare Track to the Westward Track via spring switch. GTOR Rules 287, 288 and 292 will apply.

Westward train movements departing Ferndale Yard must receive permission from Train Dispatcher and member of train crew will be required to pull switch in control box located 140 feet east of Hilton Road, mileage 10.6 to activate Dwarf Signal. After waiting 3 minutes, Dwarf Signal should indicate proceed. Movements must not start until Dwarf Signal indicates proceed and thereafter must pass the Dwarf Signal before the expiration of 7 minutes. A delay in accepting the proceed indication within 7 minutes will result in the signal reverting to stop indication. It will then be necessary to initiate the procedure for obtaining the proceed indication again.

2.7 ROYAL OAK - All Eastward trains stopping in the vicinity of Royal Oak Station west of Signal 130 on Eastward Track must delay their movement at least 2 minutes before proceeding in order to insure proper crossing protection at Washington Avenue mileage 13.0. Enginemen must have their train under control when approaching Washington Avenue and not enter the crossing until the gates are completely lowered.

2.8 BIRMINGHAM - Cars must not be left on descending grade leading to K-Mart Warehouse and all cars must have air brakes in service when switching this track.

Locomotive should not enter Ford Motor Co. and Great Lakes Tractor Co. buildings. At least three idler cars should be used when switching these tracks.

2.9 PONTIAC YARD - Road crews arriving or setting off in Pontiac Yard will arrange to leave cars 50 feet clear of lead.

Eastward freight trains making pick up at Pontiac Yard will be given advance information as to number of cars to be picked up. When arriving, trains must be stopped with engine clear of Johnson Avenue mileage 26.9 before making set off. Train must be left a sufficient distance west of Johnson Avenue to accommodate pickup, to avoid blocking street crossing.

The operation of train or locomotive movements over the split switch derailer located on the Old P.O.N. Main Track, Pontiac, 624 feet north of Montcalm Avenue, are as follows:

The bonding circuits that activate the split switch sequence relays are located at Montcalm Avenue and 60 feet north of the derailer.

With no train, locomotive or car within the limits of the bonds, the switch will always be lined for the split switch derailer and signals located at the switch will display a stop indication.

All southward movements must come to a stop for 20 seconds and not proceed until the signal aspect allows them to do so. Stop to be made within 60 feet north of derailer.

Under no circumstances will a train or locomotive pass the stop signal until signal indication permits.

For northward movements, a signal will be received when the flashers are activated at Montcalm Avenue in sufficient time so that a stop will not be necessary. However, if signal is not received, northward movements should not pass Montcalm Avenue.

The requirements of Special Instruction 10.1, Paragraph 1, must be strictly complied with in all cases.

All switches between Montcalm and Oakland Avenue on Old P.O.N. Main Track, Pontiac are normal position switches equipped with locks. Normal position for these switches is lined for straight track.

The following will govern all yard and train crews 'switching at the south end of Columbia Avenue Yard, north of Montcalm Avenue, Pontiac:

(1) Air brakes must be placed in service on cars while switching on other than level trackage at this location. Air brakes must be applied in emergency on cars left standing and supplemented with the application of hand brakes if the air brake system has not been fully charged.

(2) Hand brakes must be securely applied when cars are to be or are left, standing on other than level trackage for a period of 8 hours or more. Employees will be governed by the criteria that follows:

1 car = one hand brake.

2 to 7 cars = not less than two hand brakes.

8 to 15 cars = not less than three hand brakes

16 cars or more = at least five hand brakes, but not less than 25% of cars in block of cars must have hand brakes applied.

These instructions do not supersede the requirements of GTOR Rule 112.

The Gaukler Storage Company siding located off North Track, south of South Boulevard, Pontiac Yard, is to be serviced during daylight hours and worked from the south side only. Movements on this track are restricted to 5 miles per hour. Tracks 37, 43, 44 and 45 at the General Motors S. T. Plant (former Van Plant) employees must not ride the side of a car beyond the doors.

Close clearance - at the electrical boxes, air and steam pipes and raised walkways between tracks at SEMTA facility.

When using extension track at East end of Johnson Avenue Yard mileage 26,9 a train or yard engine movement may make a reverse movement after passing a permissive signal at 14 J or 16 J. After receiving verbal authority from Pontiac train dispatcher - GTOR Rule 104B does not apply when making this movement.

2.10 PONTIAC BELT LINE - Single track between West Wye Switch, west end of Pontiac Yard and Columbia Avenue, movement by signal indication between mileage 0.4 (Signal 4) and mileage 2.3 (Signal 23).

All movements to enter Pontiac Belt Line at Signal 4 or 23, or to re-enter Pontiac Belt Line from Pontiac Belt Yard must receive permission from West Train Dispatcher, Pontiac Yard, and must report to West Train Dispatcher, Pontiac Yard, when in clear at either Pontiac Belt Yard or end of territory.

Permission to enter Pontiac Belt Line from West Train Dispatcher, Pontiac Yard, does not supersede the requirements of the Rules with respect to STOP signal GTOR Rule 292 at Signals 4 and 23.

Movement receiving indication as per GTOR Rule 292 on Signal 4 or 23, must stop and communicate with West Train Dispatcher, Pontiac Yard, and be governed by his instructions. On information that there are no conflicting movements, train or engine may proceed to the next signal at restricted speed.

Train Dispatcher telephones are located near Signals 4 and 23 and at both the east and west switch to the Pontiac Belt Yard.

Normal position for the two switches equipped with locks leading to the Pontiac Belt Yard located at mileage 1.3 and mileage 2.2, are lined for Pontiac Belt Line.

Train Dispatcher must maintain record of all movements entering and reporting clear of Pontiac Belt Line showing thereon the locomotive number, employee permission given to or reported clear, direction of movement, and time permission given to or reported clear.

Maximum speed Pontiac Belt Line is 20 miles per hour.

2.11 Mileage 31.3 Clinton River, there are no hand rails on bridge.

2.12 Mileage 41.2. Walkway on bridge has been removed.

2.13 FENTON - Westward trains having work to perform at Fenton will leave train east of Block Signal 503.

Eastward trains having work to perform at Fenton, will leave their train west of Poplar Street, mileage 51.8

Trains should be left back far enough at these locations so that locomotive will be clear of these points when returned to train.

2.14 LINDEN - Trains and locomotives when moving through the siding and approaching Main Street (North Bridge Street) mileage 55.2 will be governed by Special Instruction 9.2.

2.15 GAINES - Bad order cars set out on the House Track must be left at least 2 car lengths east of Elevator Building.

2.16 DURAND - Maximum speed on Hi Wye, Chicago Wye, and Kelly Tracks between Holly and Flint Subdivisions is 10 miles per hour.

2.17 JOINT MAIN TRACK

HOLLY - Mileage 46.5 - The C&O uses freight house jointly with GTW. C&O engines may use the GTW Main Track between the C&O crossover and east GTW Freight House Track switch but, before fouling GTW Main Track in either direction, must receive permission from GTW Train Dispatcher. Such movements will be made under GTW rules and timetable.

2.18 PITT to DURAND - Joint with TSBY. GTW rules and timetable govern.

2.19 Security locks now replace GTW switch locks on Main Track switches between mileage 65.5 and mileage 67.0.

3 INTERLOCKINGS
