Operating Instructions Governing Movements

between CP Rail Loop track

and CP Rail Windsor Yard

All movements controlled by CP Rail yardmaster. All U.S. pullers arriving Windsor Yard must register inbound car count at yard office.

The following special instructions apply.

1 . Main track commences and ends at end of C.T.C. Tecumseh Road, mileage 110.8 Windsor. Movements between Tecumseh Road and Windsor, Rule 105 applies.

2. Eastward engines must not exceed 4 MPH moving around the curve at Riverside Drive until they have obtained a clear view of the track or tracks ahead. When yardmen receive orders to go to east yard and to look out for engine coming west, they must in every case advise the engineman. Trains must not exceed 8 MPH from Tecumseh Road until yarded at Windsor.

3. Movements must not be made over Tecumseh Road crossing, mileage 3.8, Essex Terminal Railway at Windsor, until trains first come to a stop at STOP signs located each side of the crossing, and until flashing light signals are manually operated by a member of the crew. Control boxes are located on each side of crossing and are marked "Push Button" unlock box and be governed by instructions posted therein.

4. While handling cars in either direction between east and west yards a yardman must be located at the end of string of cars and one next the engine and in no case must cars be handled westward when being pushed by an engine unless air brakes are coupled and working.

5. Rule 105 applies on ETR trackage between CP Loop track at signal 14R, CN Windsor South, and signal 104, ETR connection to Windsor sub.

6. Road DE Units yarding trains at Windsor must not operate beyond start of curve 300 feet east of Riverside Drive bridge. Sign boards have been erected to mark this location.

Rule 105

Unless otherwise provided by signal indication, trains or engines using other than a main track must proceed at restricted speed.

Restricted Speed

A speed that will permit stopping within one-half the range of vision

Where ABS rules, interlocking rules or signal indications require movement at restricted speed, such movement must be made at a speed that will permit stopping within one-half the range of vision, also prepared to stop short of switch not properly lined, and be on the lookout for broken rail, and in no case exceeding SLOW SPEED;

Slow Speed

A speed not exceeding fifteen miles per hour;

Medium Speed

A speed not exceeding thirty miles per hour;

Limited Speed

A speed not exceeding forty-five miles per hour.

State of Michigan House Bills 4899 and 4900 in part:

House Bill 4899

If a person is intoxicated while in charge of a locomotive engine, running upon the road of any such company, or while acting as the conductor of any train of cars on any such road, he or she shall be liable for all damages incurred or produced in consequence thereof.

House Bill 4900

A person who is under the influence of intoxicating liquor or a controlled substance, or a combination of intoxicating liquor and a controlled substance, shall not operate a locomotive engine upon the railroad tracks of this state. A peace officer may, without a warrant arrest a person when the peace officer has reasonable cause to believe that the person, at the time of an accident, was the operator of a locomotive engine involved in the accident and was operating the locomotive engine upon the railroad tracks of this state while under the influence of intoxicating liquor and a controlled substance.

When questioned by a police officer relative to blocking of a public crossing at grade or for any other reason, the employee should immediately advise the officer of the facts surrounding the problem. If required to identify himself to the officer, the employee should immediately do so courteously and to the officers satisfaction.
